The Milton-Madison Management Team (M3T) is the decision-making body for the project. The M3T consists of representatives from the Kentucky Transportation Cabinet (KYTC), the Indiana Department of Transportation and the Federal Highway Administration. KYTC is the lead agency in this bi-state effort.

Wilbur Smith Associates (WSA) of Lexington, Ky., was chosen by both states to provide the consultant engineering and environmental services for this project. WSA leads a team of 13 firms and serves on the M3T in an advisory role.
